Today , at around 9:33pm GMT+8, this viet bugger PK-ed me for no reason.

I was searching the area outside QianDeng Town for herbs, and I arrived there first.

Then this guy just rushes over to harvest and ignores me. I was like, whatever, we can share.

I went to harvest too after he harvested, and he PKs me.

Is the guild able to do something about it  ?

I suggest you add a few guildies (same time zone/Login time) as your good friends .
Incase you die 3 times they can teleport straight to help you.
This also apply to the rest of the guild members, have a buddy system, and help one another.
